What exactly are we counting?
A record is a distinct current-status DSHS license-type, license-number and physical-address combination in Texas. A registration can appear at multiple addresses. One business or address can appear under both license types; the counts do not establish unique businesses, open stores or medical dispensaries.
The product-license category covers the DSHS consumable-hemp product license; it is not split into manufacturers, processors or distributors because the roster does not supply a reliable subtype. Retail registrations remain a separate category.

County-by-county records
Zero means no qualifying record matched this county in this snapshot. It does not establish the absence of all hemp activity. County assignments come from DSHS physical-location fields, not mailing addresses.
Import, exclusions & reproducibility
The two source sheets contain 12,972 nonempty rows. TCL removed 167 exact duplicate location records, excluded 71 records without a qualifying Texas physical address and excluded 43 with an unmatched county. The remaining 12,691 records reconcile to the county totals.
Expiration dates and the source’s “Current” status are retained. Owner names, mailing addresses and contact numbers are omitted from TCL’s normalized exports. Business-location names and physical addresses remain as published by DSHS. Source-file hashes and retrieval dates are included with each JSON export.
Does a hemp registration mean a business is a medical marijuana dispensary?
No. DSHS hemp retail registrations and consumable-hemp product licenses are different from DPS medical-cannabis dispensing-organization licenses. TCL keeps those categories separate.
